What's really pathetic is Tim Baker trying to frame any valid criticism of the scheme as an attack on the manual site workers. He's deflecting the failures of the chin-less wonders in the Sea Terminal onto the hard working labourers. 

His latest diatribe to Paul Moulton is quite the masterclass of mealy mouthed replies. 

Very few people, except the DOI themselves, are criticising the workers on the ground.

Your right , ones I've spoken all have laid the blame with the same people. DOI firstly and engineeers etc...so not the boots on the ground.

DOI might just be deflecting to easy target  rather than blame themselves

Maybe Derek, and maybe particularly so in the Constabulary. At least below CEO level there remains the disciplinary procedures within the CS Regulations. But, effectively, who would use these against anyone at CEO rank, or even hold them to account under any performance-related assessment? The Chief Secretary? He himself is unaccountable and there s no way he would open that can of worms. No, the unaccountability of those at the top level of Government and Politics here is key to understanding how it works and why we are where we are. 

As for Tim Baker, he is pathetic and every excuse and wriggle he makes to avoid holding himself and others to account for the failings that are obvious to see, just makes him appear more pathetic. He is talking himself into being a single-term politician.

Whilst Tim Baker is bending over backwards to make excuses for his new Dept's performance with the promenade, he is elected by them good people up north; he may be otherwise working miracles for his constituents who may accordingly see fit to vote him back in.

If that's the case, even the promenade won't be his epitaph, and to be fair, he did inherit it anyway. His frustrations with aspects of it have been reported on, both by the press and in the available minutes but otherwise he seems to have little option other than to support his officers. Publicly criticising them is not the done thing apparently, no matter how monumental the failings.

Given how Mr Black has tried to explain BV's bus purchasing and contractor tendering policy to the PAC and questioning by Juan Watterson in particular, as reported on iomtoday, TB might want to turn his gaze towards operations there occasionally?
