The answer to your question is as follows: The cost for Douglas promenade scheme from 1 April 2018 to 31 January 2021 is £19,263,503.84. So Nick Blacks August deadline doesnt include the completion of rails to Sea Terminal , the 3 roundabouts and the Prom walk way which initially was never to be touched . Apparently roundabouts are to be temporary done in tarmac and yes youve all guessed it , dug up when returned too.
