Whilst I agree it's a poor quality job, and probably wont last long, deathtrap is taking it a bit over the top.

You think?  One minute you are strolling through the culture zone or whatever it os, looking at sculptures and the decorative paving and you have a clear line of sight right through to strand street with barely any indication that you are about to step onto a main road.  
 

No change in height, no signage, just a slightly different pattern of paving to walk on.

Only a matter of time until someone steps straight out in front of a vehicle. It’s an awful bit of “design” and I guess that might be why they are changing it

I see what you mean. The designers of the concept of the prom clearly decided that traditional zebra crossings are unnecessarily ugly with all the white lines, flashing beacons etc. They have gone for these crossings which are on trend all over at the moment.

In terms of legislation there is very little difference. The only one I can see is that a vehicle is not committing an offence if it does not stop if a pedestrian puts a foot on the crossing. However it must give way to pedestrians once they are on the road so there is little difference there. Also it will be the drivers fault if he injures or kills a pedestrian. 

The big question for me is..Is it clear to drivers that this is crossing point and will it make drivers approach with caution? I guess the jury is out on that.

It's (supposedly) a zebra crossing so ideally cars would stop as someone stepped out. 

 

But still a shit design. Doesn't design standards suggest that crossings should be slightly offset from the street?

Why is it supposed to be a zebra crossing. It clearly isn't.

But it doesn't look anything like a duck. So in my mind it's not a duck and it's not trying to be a duck.
