I seem to remember the original plan was for a single track to the sea terminal and it was down the centre. This was then removed in Bakers era. Maybe no one remembered to update the drawings so the contractor made a red section that is just missing it's rails. It a bit like the joke about the tree planting team. One digs the hole, one plants the tree and one fills the hole.
