Most of us have a definition of "finished" but DOI seem to have a different definition. Most of us also have a general idea of what "snagging" is, but in the DOI lexicon, it seems to mean "re-do". According to Crookall, I think one is supposed to happen in April as the Prom will definitely be finished by then. To be fair to DOI they know more about laying siege to a town than Putin. All of the chipped bits where to concrete meets the road are still are still there so now we have chipped bits then wonky black strip and then tarmac.
