Prom business actually begins on P23 of this thread, the previous pages are all devoted to the Peel Rd fiasco, makes some interesting reading looking back. Many predictions had more than a grain of truth, with the benefit of hindsight.

Why would anyone be bothered that free parking is being provided in Lower Douglas? 

They're doing more for the Douglas economy than the combined efforts of Douglas Borough Council over the last 20 years.

I recall there were milestones set; surely something should have been contractually completed by now.

The only limit I can find is in the planning approval:

"1. The development hereby approved shall be begun before the expiration of four
years from the date of this decision notice."

So they have until February 2023 to start development, but also:

"5. No development shall commence until a schedule of materials and finishes and
samples of the materials to be used in the construction of the external surfaces, including
roofs, have been submitted to and approved in writing by the Department. The
development shall not be carried out unless in accordance with the approved details."

and

"7. No development shall commence on site until a programme of archaeological work
outlining the process of how archeologically findings will be reported to the Department and
Manx National Heritage and how much findings will be recorded. The development shall
not be carried out unless in accordance with the programme of archaeological work so
approved. The applicants are recommended to discuss this matter with Manx National
Heritage before submitting such information"

and more...

And not a footnote to be seen anywhere.

Another very sage contribution from poster @oldmanxfella. Albeit to do with Peel Rd but more than equally applicable to the Promenade.

I've a feeling that it was implied at the time that development was a condition of sale.  In which case it would be in that not planning, with some sort of buy-back if nothing happened.  But of course that would mean the Manx government standing up to developers who didn't.

It’s a complete eyesore & obviously designed to try & push IOMG into allowing him to use it t for paid parking & not start any development

They must be losing £6 a day on about 100 DOI parking slots. It’s only £3K a week. They were prepared to lose £25K a month at the airport so as a protest it’s fairly futile.

They were just parking by the war memorial and using the zebra crossing thing as a way of driving in and out when we went past.

The war memorial parking was actually a classic car show. No public parking on there today when the Food & Drink Festival is on across the road. Nobody could find anywhere to park for the Food and Drink Show. Place was totally log-jammed.

Nope.

The classic car show was further along behind the sunken gardens, very clearly divided from the area I am talking  about by barriers and security.

The cars parked at the war memorial were mainly people getting out and going to the food and drink festival.  They weren’t meant to be, but they were because people are too lazy to walk.

There was loads of space near the Castle Mona, in Chester Street, Athol Street, up around Bucks Road but people are lazy.

Yes there was loads of space miles away as it said. 

Wouldn’t it have been clever, before was spent £25M, to have factored in the needs of the IOM venues in Douglas rather than taking 100 f**king parking spaces off the prom immediately outside?
