Before I posted the link I did a search on here under 'floods' and I was amazed to read that there are threads on the same subject going back to 2008 on various incidents. I can't recall who but someone said something along the lines of "if IOMG don't do the maintenance then I dread to think what will happen when a big one hits a populated area".

I suspect that it was all in the name of "The Savings".

Which included the restructuring of the old DOT into the out of control behemoth that is the DOI. The disassembly of the DOT's long-time specialist gangs and teams with the specific knowledge of their respective areas and duties.

Classic ivory tower management.

Phil Gawne telling us all to start trimming our own hedges as they didn’t have the money to do it any more. Trouble is, it didn’t stop with the hedges. It was keeping the waterways clear, looking after and cutting the trees and removing dead wood,  repairing and replacing Victorian walls and on and on...

Though we had enough money to carry on paying Phil Gawne. And his entourage of "management". And subsequently his farmer mates.

This is what happens when you assimilate specific, specialised skills, teams and departments into a big, thoroughly badly managed amorphous blob. By people utterly detached from the situation on the ground concerned only with the bottom line on paper and their own jobs.

Those skillsets and the work that requires them are then lost to the "bigger picture". But it's not saving money. It's storing up inconvenience and considerable expense every time.

And it then comes back and bites you on the arse every time. Doesn't matter whether it's your car, your house, equipment or National infrastructure. Neglect costs.

As does 3.3.4.

Too much emphasis on nice-to-have capital projects (in general) rather than maintaining what is already there. This would probably apply to many other infrastructure related maintenance schedules.
