The Commissioners meet but once a month and are supplied with and obliged to believe, with a little consideration, the figures that they are given.

From the very outset, as per the OP of this thread, the cost was going to be @ £7M. Somewhere, one would hope, there will be working showing how this was intended to be affordable, presumably without a subsequent 36% hike in Rates.

That is what the Requisition meeting should be asking for.

And for a sight of the email sent from Howard Quayle to jessup  authorising access over DHSS land , unless its been discussed and minuted  at one of their board meetings I dont think its possible for the former member for middle to grant this right of way or access , without declaring a constituency interest    and it would also require to be formalised by the AG's office , 

claims on the radio today lack of acces were costing the Braddan commissioners £1000   a day

The original cost when  Jessopp dreamt up the Roundhouse was £4m. 

It was so poorly scoped that they ended up being quoted £7m, then they had to beg DOI for authorisation to take on another £3.4m in finance. 

A good definition of cluster fuck.

The letter that Quayle, as DHSS Minister, sent to the Planning Committee is available here:

And it's quite clear: Access to the scheme will be through the Hospital grounds.  MHKs don't have to declare a constituency interest about anything.  It's not exactly like it's a secret about which constituency they represent..  It would have been particularly stupid in this case because Quayle would have had to declare one over everything he did because the Hospital was in his constituency.

People are allowing their annoyance at this scheme or their dislike of Jessopp or whatever to distract them from what is going on here.  A Minister has decided that he can reverse a decision made by his predecessor, purely on a whim.  There's no evidence that traffic to the Roundhouse, if it comes in from the Ballaoates Road side, will have effect on traffic to the Hospital.   

But even if there was, a decision had been made and acted upon and the DHSC should work from that situation not arbitrarily reverse it.  If you were on the receiving end of such a reversed decision and suffering from it, you'd be furious and demanding compensation.

Problem is most won’t access from ballaoates side , they will just go via main entrance and drive through that way as it saves them time. So at peak times they will be lots of cars on that road including, Palatine, diabetic clinics, adult learning centers etc

is blocking the through road so it can't be accessed from the hospital side a starter ??

So cut off access to one side of the department of health site from the other, just to facilitate somebody's dream of having their name engraved on a block of granite(most likely costing thousands of pounds,no cut back on that). Also there is only two entrances to the whole site, what happens in emergencys/need for works closing one entrance. You built it, build a road and they will (be able) come.

There used to be two access roads from the Ballaoates side - has one been blocked off - or otherwise put out of use these days?

There was one further up with access to the mental health facility? But from memory doesn’t that come down via another narrow road past some other buildings so I would think it’s totally unsuitable for general access.

just put a gate in like the one at lhonvane , or between the pondy and greenlands avenue up ramsey and open only when necessary , the road doesn't need digging up.
