From the very outset, as per the OP of this thread, the cost was going to be @ £7M. Somewhere, one would hope, there will be working showing how this was intended to be affordable, presumably without a subsequent 36% hike in Rates. It was so poorly scoped that they ended up being quoted £7m, then they had to beg DOI for authorisation to take on another £3.4m in finance. But even if there was, a decision had been made and acted upon and the DHSC should work from that situation not arbitrarily reverse it. Also there is only two entrances to the whole site, what happens in emergencys/need for works closing one entrance. You built it, build a road and they will (be able) come. There was one further up with access to the mental health facility? But from memory doesn’t that come down via another narrow road past some other buildings so I would think it’s totally unsuitable for general access. You built it, build a road and they will (be able) come. just put a gate in like the one at lhonvane , or between the pondy and greenlands avenue up ramsey and open only when necessary , the road doesn't need digging up.
