A failure to do so for whatever reason is nothing less than a dereliction of duty. HQ would be taken apart by any half decent journalist. The 7 day daily average was jogging along at around 140 until the latest outbreak started on 17 February. This would have been made up of the usual testing of hospital admissions plus 1/7/13 day tests on those returning. The average has slowly risen since then but it's not ever got to 230, so less than 100 extra tests a day dealing with an actual outbreak. And that's without taking into account any extra tests for other reasons, eg more travel from the UK or regular testing of those working for carriers. That's not the sort of mass-testing that @rachomics was referring to and that you see in for example New Zealand when the first reaction to any outbreak is to open extra testing centres.
