Because they can't. They are unable to. It is as simple as that.

Banker would be able to though. Me too, and lots of others. But you can guarantee that there will be lots of people who will want to mix and socialise and picnic and all the fucking rest of it. These are the tough guys and the people who think Covid doesn't apply to them. 

This isn't guesswork, there is huge precedent in the UK.

Well, some will say there is less or little chance of the virus spreading in the open air. But - amazingly - no one knows just exactly how, why, where, when the virus spreads

Wouldn't it be interesting if  it was found that Covid rather likes fresh air and sunshine too. Or even that it made no difference.

To be fair there has been stats that there were no spikes in cases following the BLM protests last year, Fans in Tampa celebrating the super bowl win in February and Thousands of Rangers fans on the street in Glasgow 2 weeks ago
