I would counter that with the Governmental policy of reactive not proactive action.

Throughout, we are left chasing our tail, because warnings are seldom heeded. Border testing was underway in other jurisdictions for a long time. We only started when something went wrong.

Steam Packet staff testing? Only started when something went wrong. etc.

She Who Speaks ventured out for her exercise and to post a letter just before lunch and said that Onchan Village Main Rd was dead. No cars, no people. Quite eerie apparently.
