Without being tested.  If they and the people who isolated with them had had the three tests we implement now then they would have been picked us as cases and held in isolation until clear.

Government don't make a big deal of it as it would highlight another of their failures.  Unfortunately if they did admit it as a failure and reassure people that that hole has been plugged people would be less petrified about allowing limited inward travel.

But the current three-test regime effectively didn't start till the beginning of this year, so there's not really much data to go on, given that for most of the time we've been in lockdown anyway.

But anyone with a brain and from looking at the rest of the world can figure out that the risk is minute if any at all.

Won't matter soon anyway and the Karen's will.melt when we just open up again.
