If they and the people who isolated with them had had the three tests we implement now then they would have been picked us as cases and held in isolation until clear. Government don't make a big deal of it as it would highlight another of their failures. Unfortunately if they did admit it as a failure and reassure people that that hole has been plugged people would be less petrified about allowing limited inward travel.
