I think that's down to GP practices wanting to "vet" anyone wanting an appointment and seeing if a phone consultation would suffice. I'd expect it to return later this year

ETA to protect the practice from Covid

Hopefully the online appointment system will return. It must be more efficient for the practice (and certainly is for me)

Remember the key workers who were jailed? This is the type of work they did, not just ordinary welders as some seemed to suggest...

And this is considered suitable methodology for a "Heritage Railway" - who are they trying to fool?

Things change, like regulations regarding processes.

Any KS3 Skool kid will tell you how Thermite mix works.  The rest is just grinding and finishing.

Specialist welding my arse.

And setting it up properly, measuring, cutting etc, obviously like most welding, you need to have the correct qualification, otherwise you end up with problems when it all comes apart.

Specialist welding skills required or not, it definitely didn't need to be done right then and could easily have waited until after lockdown. I can't imagine any case where the work on the tracks on a heritage railway could be considered 'essential'. This ain't the lines out of Kings Cross or something for fucks sake.
