I think this was probably Procurement Services in Treasury at their best. Business Case says:

1) Spend £25m like Jersey on a Nightingale Hospital that’s never going to be used, or;

2) Do Nothing, or;

3) Buy 1,000 body bags at a discounted price of £595.35.

In hindsight, pure genius.
