That seems unlikely as the BBC Report says "The court heard his subsequent applications to return had been rejected", presumably on compassionate grounds. You'd need to be off-Island to do that, because they need to know the details of your arrival. If he'd been smart he would have tried to get a job offer (after all the fact he was allowed over as a 'key worker' ought to imply there is a shortage in his trade) or take out a tenancy. They (the experts) believe the risk of a 5 day negative test to be worth taking, Howard Quayle & David Ashford don’t because they know best.
