It started from the basis that the Kent variant was first identified in September but only became of concern in December (I may be wrong on those dates, but it was that kind of timing) therefore knowing the variant was not relevant. Anyway, by the time you have positive cases, they have already been out in the community. When it became a concern, identifying the variant would not alter the measures taken, so a 5 day wait was acceptable. I suppose that's fine if you are always willing to use a sledgehammer, but not if you want a sophisticated and nuanced approach. He sounded very confident. I refer to my previous answer, why would you report just what he had said without comment if you did not think there was a point to be made. A fair conclusion to be made I would suggest.
