That's very true, but our elected leaders are the only ones who can do anything about it.  If they prefer to have an easy life and find excuses for doing nothing then they must share the blame.

I think that's true as well, but that makes it even more important not to automatically copy everything that gets done in England (they don't even look much to other British Isles jurisdictions, never mind further away).  Ranson's evidence to the PAC made it clear that this was the only thing many seemed capable of doing - no matter if it was appropriate - and usually after dithering that weakened what action they did take.  Some of this is due to what you might call a colonial mindset from those imported, but there's plenty of locals who see it as the way to an easy life as well.
