Though given the North West origin of B&M, it's more of a surprise that they've not come over before.

I've been in many b&m stores and never seen one partitioned in this way.

Well presumably they are if only to make it usable.  It was in pretty bad nick when Shoprite left and being vacant for a few years can't have helped.  So there will have been a lot of fixing and painting and decorating required and presumably doing something with the water (or whatever it was) running down the walls etc.

And they've certainly been working on it long enough, so you would hope that 'doing it up' would be the least of it.  From the photo that John W posted it appears that the Pfizer vaccine doesn't require skirting boards (though it will require an observation area for people to sit for 15 minutes after being jabbed), so there must have been a large amount of work involved in making the building safe and hygienic.

Now if the DoI had finally found a new tenant, it presumably would have had to find the money to convert it into a condition any tenant would accept, out of their own property management budget.  By 'offering' it as a vaccination hub - even though more suitable properties exist, even within the government portfolio - these costs will now be paid out of Covid funds.

They would have removed their own stuff, but delapidations would be complicated by dispute over what was due to their use and what was caused by problems with the building as a whole (and that would further be complicated by dispute between the DoI who own it and DBC who were then running it).
