You're making a similar mistake as Manx politicians usually do between capital and revenue spending. You're thinking they are interchangeable and somehow £5 million will magically be available every year you don't build a shed for the Peggy. I'm not buying a superyacht this year, but strangely £100 million hasn't appeared in my bank account. Of course their usual mistake is believing the capital and revenue spending are unconnected and savings can only be made by slashing revenue while money thrown at capital projects is automatically good for the economy.
