I hope not it should come from the budget for the TT. It should be on the TT's profit and loss account. If such a thing exists.

Two wrongs don't make a right but there are far more and varied dangers posed by pollution to our planet than just the burning of petrol (particularly that by petrol heads which must be a miniscule percentage). Plastic pollution within the oceans and the food chain, even reaching ourselves, is IMHO a far greater threat to life on this planet.

The good doctor will be factoring in the fact that the TT is one of our major sources in revenue that is dwindling in other areas...

100% agreed.  The climate brigade crying from the rooftops whilst offering no viable solutions.  

The plastic issue is a very real concern, but rather than tackle it at the source with coke/pepsi we are told to use paper or metal straws.
