I’m tempted to ask if they’re any good at building walls, but the last German wall only lasted 40 years and didn’t even withstand a bit of singing by David Hasselhoff. So better not...

Yes it all looks good on paper, There is a distinct difference between being caught for the first time and actually committing a crime for the first time. Majority of those caught are only sorry for being caught.

The offence is to cross the double white line.  Doesn’t mean you can’t drive in the right lane as I understand it.  It just means that if you are on one side of the lines when they start you stay there until they end.

The problem is that it doesn't make sense, and is immediately contradicted at Waterworks, where the cones take you over the double whites. They are meant to stop conflict of oncoming traffic. in a derestricted one way it could even be considered dangerous.

There won't be a proper determination until someone challenges it and we have a stated case

To be fair to the "Wall", not many structures would withstand David Hasselhoff's singing.
