For fatalities? Yes. But I'm not sure that can be attributed to failings of planning or procedures? That, and events from the previous year, led to reviews of the machinery being used over concerns of the aspects of suitability and speed for the TT course. This was led by the organisers who defied representations from some manufacturers.
