I can't remember what the actual number of empty properties is - was it 2,000+ ? No reason why flats/apartments in medium to low rise urban developments should be cramped - there must be building and planning regs to ensure they are not It's up to urban councils to provide green spaces in towns. The figure from the latest Census is 5695. They're publishing the household (as opposed to individual) statistics later, so we don't know if the total number of properties has increased. Most Manx houses on estates are cramped. Look at the homes in suburban America or Sweden or Australia. But in the British Isles we live hunched together in tiny hutches whilst 90% of the land is wasted because we have this mystical attraction to the countryside. But they have more countryside in the places you mention, the IoM has a far greater population density than any of them. I think the cost of land and the greed of developers has more to do with it than an attraction to the countryside which far from being mystical is a global human condition.
