You don't just 'become a controller'. You are certified to handle a certain number of aircraft movements per hour and this certification is kept valid by simulated exercises or doing the job in real life. If a controller is certified to handle say 50 movements per hour but spends a prolonged period working at IOM airport for example, they can't just go back to somewhere at 50 movements per hour again. They need to do recertification.
