I think it was more that they wanted to create another layer of bureaucracy to give those on the top of the pile (including Reynolds) a payrise.  I think it's been undone now.

Reynolds said it could save £3M a year if it was run on a "commercial basis" IIRC?

she knows nothing about airports either other than they line her pockets above her skillset ( if she even has one )

That ended well too....

Phil Gawne was crowing about saving £3 million when he was minister,  his term in DOI  is turning out to be a very expensive  financial disaster ,  but he is busy rewriting history as a radio  journalist now , but still funded by the state

He was BBC at lunchtime being interviewed by son on how he helped save the Manx language!
