Had the same. We were due to land five minutes after the ATC were due their half hour break.

The fact the pilots knew about this meant it was their fault and were told they had to circle for the thirty minutes rather than the ATC show some flexibility and wave us in before then going to their break.

ATC don't get any flexibility. The decision on taking a break isn't in their hands, its mandated by the CAA. Trying to show flexibility would land them in massive trouble.

I think part of the problem is because the airlines  add on extra time to their scheduled  arrival times to account for any delays.
