Taking over nominal supervision of the Airport was presumably a side-effect, though it's clear that they were supposed to follow the UK very closely and some things (such as statistics) are still done there. But the UK will still be ultimately responsible for making sure that the IOM complies, because the UK will be the one involved in signing the relevant international agreements.
