Presumably, the audits were done in Autumn or so in 2019. The article does not say that the restrictions have been removed, so three and a half years later they are still working on solutions.

Except that " the airport is now working to address findings from an audit of its safety management system in July 2021, "

I wonder if this is typical of a small airport.
