Anonymous source? They’ve just regurgitated the DOI press release in full, uncritically and without question.

Actually what was regurgitated was the Tynwald Written Answer by Alf Cannan.

It does say that it was in response to a Tynwald written answer, which turns out to have been from Tim Glover, who will have known about the situation from his time at DoI.  Here it is in full:

What the current Isle of Man Civil Aviation Administration status of the Airport is; when this last changed; what the previous status was and when that was awarded

In December 2019, the Airport was formally notified by the IOM CAA that it had been placed under ‘Special Attention’ due to the number of findings raised from routine audits of air traffic services and aerodrome operations.

In July 2022, the IOM CAA broadened the enforcement status to be ‘On Notice’ due to the historical issues still requiring resolution.

The IOM CAA also specified that by 1 December 2022, the incoming Airport Director was required to provide a copy of his proposed action plan to address these points and any wider issues that he felt were necessary.

In July 2023, the IOM CAA issued the Airport with an update on its aviation safety regulatory position and formal view of progress made by the Airport over the last 12 months. To quote from that IOM CAA report:

  • Over the last year, positive progress has been made by the Airport to address all of the above points;
  • The Airport has set in place an appropriate action plan to address the conclusions and recommendations made by the safety culture report. Many of these actions have been completed and others are planned;
  • The Airport is now taking appropriate action to address the findings/observations from the July 2021 audit of its safety management system. A significant number of actions have been completed and many more are now appropriately scheduled;
  • It is our (IOM CAA) view that the current management arrangements are now appropriate and fit for purpose; therefore, ‘management turnover’ is no longer considered relevant to the ‘On Notice’ status.
  • A significant corner has been turned and we (the IOM CAA) are content with progress and plans at this stage. The Airport enforcement status remains ‘On Notice’ and will be next reviewed in December 2023.

I wonder if "the Airport was formally notified by the IOM CAA that it had been placed under ‘Special Attention’" is deliberately ambiguous and the 'attention' is in fact coming from the UK CAA.

It's worth explaining what the jargon here means - at least according to the UK CAA which will be the lead guidance:

1.35  There may be occasions where aerodromes require greater regulatory oversight by the CAA, [...]where the CAA has identified concerns about the safety of aircraft operations at an aerodrome, the maintenance of its facilities, equipment or the aerodrome’s organisational structure in meeting CAA licensing requirements. In these circumstances the aerodrome may be identified as requiring ‘special attention’.

1.38 The CAA will also make clear what the consequences are, should the aerodrome fail to adhere to an agreed recovery plan.  In the event that the CAA has observed an adverse trend, which, if unchecked, would lead it to cease to be satisfied as to the competence of e licence holder, the CAA will contact the licence holder to set out the CAA’s concerns. This may result in the aerodrome being placed ‘on notice’.

1.41 The licence holder will be informed that a failure to deliver, either in terms of quality and/or time, will result in firm regulatory action. This action may include the suspension of the aerodrome licence.

So what basically happened was that back in December 2019 the Airport was deemed to require 'special attention', things did not improve and it got so bad that it was placed 'on notice' in July 2022 (Covid will have delayed this happening which would have been speedier otherwise).  The IOM CAA has reported improvements but are clearly waiting for the UK CAA inspection which is due this Autumn before reassessing the situation in December.=, no doubt under their close guidance.

One again it illustrates what a dreadful mess Ronaldsway was allowed to deteriorate to under Reynolds and even more so by the failure of the Government to replace her  for over a year since she announced her resignation.

Amazing really since we have had governance  for the past at least 15years by an aviation expert ! Oh and Spake !

More than connected, they are directors.  Also, check the PSC filing, Jezza is listed as having between 25% and 50% control.
