It could be used for a 5-10 year period, serving a purpose - accommodation and as a hostel for homeless or untenantable tenants ( the ones nobody wants due to unruly behaviour). I don't wanna burst your cynical bubble yessir, but that building is a wreck. It wasn't "needlessly destroyed" at all. It has reached the end of its life. It costs a fortune to maintain a building like that, being in the state it's in. To restore it to full and habitable condition would cost millions. And that's just the structure. Every window needs replacing, it needs a rewire, new boilers, air-handling, lifts, insulation, asbestos removal, damp-proofing, fire alarm system bringing up to date.
