He had a degree in medicine, Sheffield 1988, and a subsequent PhD in Medical Sciences. May not have practised as a GP, but was a medical Dr twice over, before he switched to tax and accountancy, as assessor of income tax, chief financial officer, and latterly CEO of DHSC for 5 years  post Charters.

Hooper is the most talentless, arrogant individual that has ever held public office, but taking who his predecessor was it is probably a CV requirement for Health minister !

Hooperman in his pomposity, has been on the NPM dickwaving the achievements of Manx Care and DHSC since their inception. He should keep his mouth shut.

As others have already said, he was a medical doctor. But so was Harry Hill.

Someone I know had a cardiology consultation recently, was told the wait to get the letter typed up was 3 months.

Never mind though, Hooper says things are much better now.

Well of course it is.  It only used to be 3 weeks and 3 months is a much bigger number.  Hooper knows about these things, he used to be an accountant.
