DoI not fit for purpose

So, Alf Cannan says what everybody has known for some time; that those at the top of the Department don’t have sufficient experience of major capital project management and can’t be trusted to give good and accurate information to their politicians. 
Whilst it is good to have this acknowledged the question must be why this obvious conclusion has taken so long to be reached and after all the disruption to business, the public and the scandalous waste of taxpayers money has occurred? It demonstrates something else beyond the incompetence and disingenuous nature of the top echelons of DoI; that the culture of our parliament and top civil servants is one of permitted poor performance, avoidance of accountability, lack of required competencies and the reluctance to react quickly to correct waste and lack of transparency. That is a bigger issue for the CM to tackle and essential if our Government is going to be fit for purpose in the future.

His comments apply to the top echelons in other departments without doubt ! The airport being a case in point. Mediocre or poor management won't cut the mustard from hereon in, now that resources are limited and serious changes across the board are necessary. Bullshit has always got people to where they are but they are being found out now !

About time this was acknowledged. The competency of some of the management is/was highly questionable. They were never interested in detail and just either didn’t read or ignored important communications. A typical approach would be to ignore something for a protracted period of time hoping that the issue would have miraculously gone away in the interim.

The same should be applied to the politicos in charge. Baker who was supposed to have been a superstar accountant and Rob Callister, another self righteous expert we’re supposed to be in charge. They were led up the path by the civil servants, and even now are still being led up the path. A change of leadership in the form of Crookall and still Callister won’t make much difference. After all Rob Callister sat on the Promenade committee - hardly the beacon of influence there - and the rest is history. It’s not just the DOI but a few other Departments that aren’t really fit for the purpose. Does Government have the fight or the stomach to change or are there too many vested interesteds preventing this?

Bullshit and mediocre management is the case as it’s down to chumocracy, friendship, the lodge and the golfing fraternity which are essential parts of life. Your outside activities are also influencing career progression on the island - you could be absolutely useless in the job and a tosspot in life, but brilliant at golf, snooker, pool or cycling.

The island and within our government should be somewhere that experienced and skilled people at the top of their game want to work.

DOI as an example gives someone the opportunity to be involved in a broad range of projects on an island where the right individual can make a huge impact.  They should have scope to try innovative new ideas that might not be viable in other places and the budgets available to them in a relatively wealthy government should allow them scope to leave a real legacy.  Reporting directly to the COM and with a real opportunity to do some great things, they should be lining up.

There aren’t many jobs that are able to offer that and by offering the right packages to the right people we should be able to attract some real talent with serious track records.

Instead we will advertise through some crappy agency in the UK at a modest salary and end up with clowns again.

Spending money in the right places, in this instance on the best people out their, saves money long term.

We should be paying top dollar for the best people.

Something like CEO of DOI with that many staff and the size of budget should match or better the CEO salary of a similar sized business in the Uk.

About 200k to attract the best people and save money in the long run.

The length of time it's taken to acknowledge this is part of the problem. They've looked the other way for years and years. Nothing will happen now either, apart from bringing over more expensive 'experts' and consultants; spending more wonga; rearranging the chairs and tables, and promoting, retiring (with pension uplift) or reshuffling those senior managers who've failed. Until there is real accountability and consequences for failure, absolutely nothing will change. The only positive is that at least Alf has recognised and admitted there's a problem. Fixing it will be out of his reach.
