Thats correct. However the output is reduced when the wind is less. This is the same with solar panels of course but relativelyto the intensity of the sun. I don't believe modern turbines need to be tied up. I believe they can be safely operated up to 100mph wind speed. If sufficient capacity of wind turbine was put in such that an average windspeed meets average demand then it would have to be topped up with imported electricity to make up the deficit but would offset this by exporting when the windspeed is above average.
