To be fair, maybe Josem lives entirely on take-away pizza and he's feeling the pain.  Whether the "current supply problems with both goods and services" have anything to do with the implementation of Brexit of which he was such a pusher goes unmentioned, strangely.  But denouncing the consequences of one's own actions (and insulating oneself from them) is quite a Brexit-y thing.

There are probably two main ways of doing this.  Firstly those who mainly rely on delivery business will build this into their prices.  They can make savings in other areas - you don't need to operate out of a prime location if you don't rely on passing trade and so can save on rent for example.  People coming to collect may be more of a hindrance than anything as it may disrupt kitchen operation and they probably don't want to encourage it, especially from non-regulars.  You don't want your shop full of people all demanding their pizza immediately.

The second way is those businesses for whom delivery is an addition to take-away and/or restaurant business.  Delivery for them is an extra cost and they will charge more, either directly or by insisting on a relatively high minimum order or both (ie free delivery over a certain amount only).  But they don't want to turn business away entirely - not least because the same customers may also use them 'in person'.  So it's a delicate balance how much they charge.

Basically  pizza picker uppers subsidise those who have their pizzas delivered. 
Just because it “works” doesn’t mean it is right. 
There are lots of dubious business practices and strategies which work for those operating them. Doesn’t mean that they are ethical.

It's up to the individual business about how they apportion or split costs between different things they do. Is anyone really that arsed? 

Do people have an issue that Drive Thru customers may be somehow subsidising customers who sit in McDonalds? The drive thru customers aren't using the heating, lighting or furniture, so why shouldn't their orders be cheaper? (nobody asks this because it's a moronic question to be bothered about).

It’s this apathy and tacit acceptance that let these people get away with it.
 

Lets look at another trick they use. I call it the “additional toppings scam”

The surface of a 10” pizza is 78.53 square inches and that of a 14” pizza 153.94 inches .So you would expect additional toppings for a 14 inch pizza to be 1.96 times that of the 10 inch if applied pro rata.

A quick bit of research however reveals that the average cost of a topping applied to a 14” pizza is about 1.5 that of a 10” pizza.

Thus those ordering additional toppings on their 10 “pizza are being screwed.

They think people won’t notice.
