Rowdiness is nothing new, drunks stumbling home is hardly unexpected in the middle of a city. There's always quieter places to move if you're really bothered.

Excluding the Casino name places that have been open until 3:30. Certainly not those you quote:

Some of these places had 'no admission after' times too.

Douglas may well have been the entertainment capital since 1900s, but that doesn't mean late night drinking. You will remember the pubs closed on a Sunday during the Winter, and even during the Summer they were 8pm to 10pm.

The only places you could drink later were the private hotel 'shebeens' such as The Oban, The Brittania, Glencoe etc

We've all walked home in daylight after a night out. It doesn't mean the pubs/clubs were open to just before dawn.

I've been going to the pubs and so called 'clubs' for 40 years.

Which ones? Just name them. Legally open after 3:00am.

 

ETA:

The Licensing Act (1996) allowed for 2:00am opening as an exception. Special circumstances 3:00am.

Read it. 1:00am was a late license.

Even now, 3:30am as a regular opening time is taking the piss.

Given that quite a few entering clubs/pubs are tanked up already, they should not be allowed into licensed premises

Just before my time.

The Casino was/is an oasis of calm. Sometimes nice to visit at the end of the night for a cup of tea or whatever but it was always difficult to carry on a drinking session there. It is a different scenario altogether than other late night licensed premises.
