Rather than paying people to just get on and do what should be relatively straight-forward jobs. This is why Charles Guard is able to make documentaries on the state of the place. Andrew Bentley and Micheal Josem talking about cones and the general failings of government. This Josem clip really needs to be made into a sad Gif that can be reproduced every time government failings are discussed.
