The distinction was the visitor at the school wasn't in their drag persona but was there as themselves. They weren't performing and weren't in their drag costume or being referred to as their drag character's name. 

It's equivalent to the difference between a visit from Steve Coogan and a visit from Alan Partridge.

Thank you Declan, I assumed that Drag Queens did just that  I assumed they had jobs they do in the day and dress accordingly and then just wore their costumes when they performed.    I have not seen anyone socialising around town dressed up as a Drag Queen apart from at the Gay Pride day at the Villa last year.   I have always liked Paul O Grady and was sorry when he stopped doing his drag act he was much more entertaining when he was doing drag.   I have heard him being described as a drag artist and a Drag Queen very confusing.

Surely there is no difference between a Queen and an Artist?  Just different names for the same thing.  Like a Doctor vs a GP.

Some really good drag queens do make a living out of it.  It's their day (or night) job. 

Surely anyone else (when they're out of drag) it's just a hobby or a character they adopt?

Isn't it just equivalent of me going to a school and doing a talk about say, mountain biking and being referred to as a Mountain Biker?  I may or may not turn up with my bike, wearing shorts and a helmet.

It's not my thing really. But there are Drag performances in pubs in town. One local artist Fenella Beach hosted a watch-along for Ru_Paul's Drag Race at the Bridge I understand.

But I don't think the talk was about being a drag queen. It was about gender identity. 

For example, a Trans-person could give a talk about gender identity whether or not they also perform in drag.

Not really, except not all drag performers are drag queens.

I'd love to think that at least a couple of petrol-heads turned up to that event and were seriously confused.

I think it may clear things up in my head if I ask Julie next time I bump into her she will know as she stated in Tynwald that there was no Drag Queen there but the person giving the talk was a drag artist it is always wise to get the explanation from the horses mouth, so to speak.

I am really struggling to see what the confusion is?

The insinuation from all the press and social media nonsense was that there was a person in full drag in the classroom.

It was actually a person who sometimes dresses in drag, but in their normal day to day attire.

I am struggling to think of a suitable analogy that would simplify it for people.

It's pretty much covered in the summary of the report that has been published.  As usual it seems to have been randomly blacked out but you can get the general impression:

So the deliverer of the talk wasn't in drag and the fact they perform was only mentioned in passing.

Subsection (5) is then blacked out, presumably because it would identify the child who was misbehaving (not that their parent seems worried about that) and it concludes:

So the whole thing was so minor that those involved had trouble remembering the details and indeed no one seemed to think it had any significance until six months later when drag queens became the latest group of people the British press decided to pretend to be all shocked about.
