My understanding is the the billing is based on quarters. So, no, you will not be charged the new rate for Jan, Feb, March. April, May and June. So you want see the increase (in print) until June bill

So if your billing quarter is April to June you will be charged the new increase, but if your bill is March to May you will be charged the old rate. How does that work? or are all bills after 1st April being charged at the new rate ?

No, it's the first full quarter after April.
