They need to be left out in the warm but the bakery puts them in those bags and they just steam away and, as you've discovered there's little worse than steamed filo pastry. On the odd occasion when I've bought them I put them bottom down on a hot oven tray for 5/6 minutes. That crisps the filo back up.
