If only because the 1830 Beer Act led to an increase in front-room serveries (a sort of revival of the alehouse) rather than the opposite. This article from a publican's newspaper (which itself was founded in the 18th century) gives an interesting account, but I'm not really sure that you can assign the start of the modern pub to a particular characteristic, whether it be the counter-top or the patio heater.
