FFS They probably can. But anyway the onus is really on you to prove such a thing is illegal rather than the other way round. That's the way law usually works. As the article slinky helpfully linked to explains, the action taken against a pub landlord in the UK was a civil matter, so the police would have no ability to arrest someone here.
