Much of government started going wrong around the turn of the century which is when Greenhow first moved here. The background in civil defense was clearly the basic format for the bronze, silver, gold escalation process covered in the tribunal and a lot of the initial paranoid pandemic responses right at the start like the Mount Murray Covid Colditz and the general implementation of a Chinese-style military system of overt population control are straight out of the civil defense handbook.
