The regs effectively exclude the CC from involvement in the process. The Island is not a difficult place to police but like every other Island service, the hardest way to do stuff is the only way. The surgery at top end will have to be skilfully and incisively performed to make sure the right people are cut away and the 'right' people are left in place and rightly empowered.
