Got to be cheaper and more efficient if they are in the original construction.  

They have to be included on all new builds but rules don't extend to the government.

that's a big irony ,   they spend way over the odds building a power station that we all have to pay for , then they want to spend even more of our money ( at way over the odds too based on  previous  budgeting skills ) on systems designed so that they don't have to pay as much towards directly funding the overpriced power station that they built in the first place.

That doesn't make any sense at all. The power station still has to be paid for whatever. Surely having to buy wind farms and solar panels just increases the debt burden on the MUA. I get that it screws up the plan they had to pay off the debt, but they still have to pay it off don't they?

Yes, but they are increasing the debt for you to pay, to install solar power on governments building so that they can reduce the amount of the debt they pay whilst charging you more.

B) there's sure to be more urgent & important things that will have gone over budget between now and 2026 that the allocated funding will be diverted to.
