That scooby was many things but it wasn’t a road car. It was a purpose-built racing cross between a rally car and a touring car.

I do reckon the right car would be faster than the bikes though. Macau is the best place to compare, and the GT3 lap record there is 6 seconds faster than the superbike record. The superbike record is faster than the touring car record though.

Macau is a much slower circuit though. GT3s definitely don't have the top speed required to beat the bikes round the TT course. Too much of it is wide open. Would need to be something that can easily pull 190+, but there aren't many of those!

Wasnt it a Subaru WRX STI. That's a road car surely.

The purpose-built 600bhp, 2.0-litre turbocharged 2016 Subaru WRX STI Time Attack car has a top speed of 180mph and weighs 1,175kg. The model is a joint development of Subaru of America, Inc. and Prodrive, with technical assistance provided by Subaru Tecnica International (STI).

Judging by the police social media accounts, they are revelling in the locals being stopped. Not quite this forgiving for residents. 

Did the Ferrari driver who crashed on the private closed roads session receive any punishment?  Was he drug tested?

You are missing the point. Its a monocoque shell exactly the same as the road car. Yes from that point on its heavily modified. But its roots are that of a road car. Its heavy and big. It has an engine in the front just like a road car. A formula one car bears no relevance to a road car. Its build from scratch, completely. Its made from a carbon fibre composite chassis. It has no roots of a road car.

If a TT car was built from scratch it would bear no resemblance from the Subaru that Higgins drove. It could be faster and lighter. Much faster and much lighter.

Don't forget that F! car design is strictly regulated and has to be done within a spec that is designed to stop it being too fast. If was an unregulated spec they would be much faster. An F1 car has to carry ballast to make its weight up to a minimum.

Coultards F! car was faster than Martins bike over 4 laps by.... 1 lap and 13 seconds. That's massively faster. I agree the gap would close on the TT course as its more suited to a bike than a circuit. But a custom made car could be faster

Re: The rider with the positive drug screening test. Metabolites of drugs can linger in the body for a long time after ingestion or inhalation.

For example, a regular cannabis user can have detectable levels of the metabolite Tetrahydrocannabinol in their urine over a fortnight after their last usage. 
They may not be ‘shit-faced’ /intoxicated  at the time of their race and it might be safe for them to race, but the rules are there for good reason

A bike will always be faster accelerating and breaking.  A car will be faster round the corners (basically double the grip) and usually higher top speed (assuming it's a very fast car).  The bit I'm curious about is the gearing of the car.  Rally cars generally have pretty high gearing for faster acceleration and are usually maxed out at around 140mph. 

... low gearing for acceleration, shirley?

Race sims are pretty accurate now with actual drivers getting within a tenth or two off what they do on an actual circuit in the same vehicle.

The TT course is available and you can drive it in any car at home.

I am not skilled enough to do it, but I know people who can break the TT record in various different cars

The problem with sims is that there is no risk to manage and no dynamic forces telling your body that things are right or wrong. 

Years ago World Champion on two and four wheels, John Surtees said that a car with the same power to weight ratio as a bike would always be faster around the Mountain Course. He was probably right.
