I think it’s stage payments over the contract. Yes there is commission though on sales and internet sales .

And yet if we had listened to Skelly years ago he said the grandstand was dangerous and condemned and we needed a new one including hospitality area. Still same grandstand with no issues !!!

He's got out of the game now, has shown DfE to be a collection of incompetent utter tossers and is probably enjoying his retirement and good luck to him.

What has Phillips TT manager got against him, did he not give him a merchandising discount on his cycling sideline 😆 let’s hope local expertise is utilised and TT development manager gets binned.  Cost us a lot of money 💵

Sounds the standard procedure , as evidenced by the powers that be's determination to cancel "Jurby Day" ( April if memory serves). 

"deliberate " ? perhaps because they were embarrassed that the local branch of the VMCC ( bunch of pensioner motorcycle enthusiasts ) could organise and run a financially successful well attended event whereas the best they could do with a £2 million + budget was get 3 modern sidecars to do a lap . Would the offer of 5% to an individual have made a difference?

One could be forgiven for thinking that he has no incentive/interest  for TT/MGP to succeed as an event and is more interested in cycling events if he is 'the big cheese' in the 'Grand Fondu' as  some claim.

There does seem to have been an over-reliance on the marketing BS from Cube; their delivery to other events and insufficient attention to due diligence. It’s the timing of the tender process and contract award that should also be the concern. It was very late and I suspect this drove the tender process. It was rushed and ill-considered, probably as a result. Why was it started so late in the day? Whose fault was this? 
There were also suggestions that the terms of the contract differed from the past arrangement with Motorsport Merchandise, who paid for the use of the TT logo and then produced the merchandise and organised the sales independently. If there was a new arrangement that gave more control to the TT promoters, was this sensible, necessary or deliverable? Did it make commercial sense? Who and what drove that change?
These are the kind of questions that should be asked of Ministers. Instead we get the usual superficial skim of the issues and reassurances that everything is not ideal but ok when it obviously isn’t. We lack proper scrutiny in Tynwald and the media, which is one of the reasons why Government carries on regardless.

Your observations are correct. The lateness of the availability of the contract was totally down to the AG’s office , DoE and the CS finding as many hoops for prospective supplier to jump through. There was also an insistence that DoE should have control , through supplier , of all internet orders and have there cut too. 
There clearly was a perception that the contractor was making too much or that DoF could make more. Greedy bastards who in all honesty have no idea of what’s needed in supplying thousands of items at the right price from across the continent . Basically it’s been totally screwed by CS and the leadership involved. But hey , they have lots of history !!!
