It looks like the police did their job and the only story is that he had an argument with some sad twat in a pub and the sad twat then tried to get him booked. 

Your moral compass must have different settings than mine.  If I was asked to give a test on the basis of Section 5B (2) of the Road Traffic Act 1985, I would be ashamed.

Where a constable in uniform has reasonable cause to suspect that a person has been driving or attempting to drive or been in charge of a mechanically propelled vehicle on a road or other public place and has committed a serious driving offence whilst the vehicle was in motion, he may, subject to subsection (4), require him to provide a specimen of breath for a preliminary breath test.

Ashamed?  Loads of people get breathalyser tests.  What’s to be ashamed about?

Dont they still test everyone involved in an RTA, even if you are the completely innocent party?

What’s to be ashamed about? Some sad bastard tried to drop him in the shit, the police did their job and breath tested him. He passed a breath test. The sad bastard who tried to drop him in the shit now looks like a petty little dick. What on earth has he to be ashamed about? The police are required to follow up on any reports concerning potential drink drivers which they clearly did. If they hadn’t have investigated and tested him someone like you would be jumping up and down accusing them all of being Freemasons or lizard people scratching each others backs.
