2 years is the estimate for local supply.

Two years sounds overly optimistic.  I hope it is there, but as I said it's not solving immediate issues.

I won’t lie.  The announcement of a third hand out for those who receive child benefit makes me even more grumpy than usual.

People with 70k a year coming into their homes with a kid at high school get a handout but lots of others struggling don’t?

If it works the increased passenger numbers would increase the revenue to offset loss of revenue from existing passengers (and the increased cost of dealing with extra passengers). If it works ...

2. Hope that the UK reduces VAT

3. Give more money to people already on benefits 

4. Give more money to ourselves to run the buses with capped fares 

5. Re-iterate we have a totally failed housing grant scheme for insulation 

6. Give more money to ourselves to insulate council houses 

The most bizarre one is the £100K Penguin Fund where we’ll give charities money so that the huddled masses can sit in a draughty church hall with a blanket on their knees rather than turning in the heating.

How on earth would they police that?

I know, employ a whole new tranche of public servants to come up with a complicated system of bus passes issued for authorised appointments for a small, on-the-day window of use.

They'd also have to either employ people to check said passes (to free up the driver and speed things along), or buy, off a mate at a hugely inflated price, a whole new electronic card system to accommodate the one-off-appointment bus passes. 

Might be an exaggeration, but not outside the realm of possibilities given we're talking about the DoI.

So Dr Allanson stated that we have 1.8 billion in reserves and the best they can come up with is a penguin fund?  We really do have lunatics running the asylum.

I think some of the CS think it will be like the war. Everyone going down into a nice warm bunker to sing songs and play cards while the frost rages outside. Maybe they’ll have a big Turkey at Xmas they can all share while their huddling together. I would guess they already have some sort of charitable donations budget which covers this anyway so it’s basically packaging it up to make it look like they’ve done something.
