Give more money to ourselves to insulate council houses The most bizarre one is the £100K Penguin Fund where we’ll give charities money so that the huddled masses can sit in a draughty church hall with a blanket on their knees rather than turning in the heating. I know, employ a whole new tranche of public servants to come up with a complicated system of bus passes issued for authorised appointments for a small, on-the-day window of use. They'd also have to either employ people to check said passes (to free up the driver and speed things along), or buy, off a mate at a hugely inflated price, a whole new electronic card system to accommodate the one-off-appointment bus passes. Everyone going down into a nice warm bunker to sing songs and play cards while the frost rages outside. Maybe they’ll have a big Turkey at Xmas they can all share while their huddling together. I would guess they already have some sort of charitable donations budget which covers this anyway so it’s basically packaging it up to make it look like they’ve done something.
