'The Treasury launched a 'Securing Added Value and Efficiencies' (SAVE) initiative in 2017, and its remit was to gather cost saving and efficiency ideas which could be introduced to achieve budgetary savings. Over 1300 ideas were submitted, of which ~700 were money-saving suggestions, and included the idea of establishing a Public Defender Scheme (PDS). A 'SAVE Progress Report' was laid before the June 2018 sitting of Tynwald, and included a 'Proof of Concept' for a PDS, which estimated that savings of over £1m per annum could be achieved.'

 

Bill Shimmins launched this , taken from his banking days when basically you were told costs must be cut so most departments were told you must lose x number of staff by y now get it done and by the way salaries will be capped at z this year. Obviously blocked by civil servants.

It took a lot of attempts though:

Electoral History
Stood unsuccessfully in 1986, 1991, 1996 and 2001, elected as Member of the House of Keys for Onchan in 2006, re-elected in 2011

And then:

So he stood seven times and got in twice.  "Can get elected in Onchan in a bad year" isn't the greatest of commendations.

God loves a tryer I suppose.

There are many potential rivals for the crown of ‘Most Ludicrous Electorate Decision-Making’ but Onchan still maintain their lead.

Hall was a dimwit elected because the foolish voters of Onchan complied when Karran told them to vote for Hall. 
 

Karran’s championing of Willers is an indelible stain on Karran’s (unimpressive) record.

I laughed out loud at the assertion that there is nobody in government less than fully occupied. Yes, Andy, but what are they all doing?
