Unloading is not waiting. Its when a vehicle is unattended. That's when the minute hand.....or second hand in this case.....applies. No one is going to book someone who is dropping of either a disabled or frail person. That's not the intent of the restriction. But as I said above, the waiting time is not enough to locate the person you have unloaded somewhere safe while you park.
